OOC Information
Citizens, or Dome-dwellers as they are known by the Survivors and Mutants living outside of the city, survived the war within the confines of a bunker and were not exposed to the amount of radiation the rest of the groups were exposed to. Their life in the Dome was differs from what we consider normal life nowadays. They had to be able to pick up the reins of a profession early in life. It is the typical age of 18 to be already in the job that you will have the rest of your life. They have been taught in teamwork since birth and have had their lives pretty much planned since that time as well. Their meaning in life is to bring the planet back to what it used to be. When the Mutants began appearing, they were frightened for many reasons of these arrivals. Some looked nearly inhuman, others had abilities far beyond humans. Their culture was astonishingly primitive and their ideas on life were definitely different. It was easy to forget that they were still 'human' whatever that term means. This is conducive to fights and violence among the humans and mutants. Due to this, the Security Force came into being. Both have learn to live together or both will face extinction.

A sterile Dome is your home. You have grown up with a great education along with the prospects of having a job within the Dome. The Director has done you a service of providing everything for you and your family but how long can this last?
As shown on the table on the left, Citizens, along with Survivors, benefit from having higher base statistics. However, they do have a lower starting pool of points to increase their stats with, having a total of four points to do so.
IC Information
History
Life begins for the Citizen among the nurseries of the Dome. There they are screened for possible adaptations or mutations. If they require special needs, diets, etc.. A profile is assembled for their parents and for the records so that they can be prepared for anything unusual. Once they hit the age of 5, their formal schooling begins. At age of 15, after 10 years of generalized education, the choice of a profession must be made. This usually is determined by the strengths, weaknesses, and likes of the child. This is an important choice and usually has permanent consequences on the individual. Depending on their profession, they may be assigned to a tradesman, security officer, or perhaps enrolled in the School of Sciences. At age of 18, when it is thought that the individual is now adult, they will be in their career.
The Dome's History Directorate has charted out the history that is taught to all Citizens of the Dome. The History of the Dome is remembered as so… Before the Final War, the governmental organization known as the Opti-Omega created a bunker to save humankind from destruction. The leader of this organization was known as Director Primus. This project indeed saved many from the weapons of that final war. This war was caused by the lust for power and greed that we humans have within ourselves. We must control these or we can have another war. The OO, being the last of the known government, formed a nation 'New Phoenix' after the location's name and to inspire those who were left. "Phoenix shall rise from ashes!" The Director is quoted as saying.
The building of the Dome above the Bunker provided farm area and also shelter from the desert outside. The discovery of Survivors outside the city amazed many and the question of whether they could leave the Dome came into being. After a few unsuccessful colonies, it was discovered that many lacked the immunity to radiation that the Survivors had and therefore were somewhat condemned to live in the Dome. The Director promised that they would change the land to support human life again and began the Terraforming Project in the late 2020s.
Mutated humans were found during the beginning of the project. These deformed cousins were grossly mutated by the radiation and some tried to help them. However, the culture misunderstandings between the mutants and the citizens proved vast. The near-killing of a goodwill party of human in mutant territory proved to many that the Mutants were not to be trusted. The formation of the 'Security Forces' were in response to this along with the rising crime rate. These men and women have attempted to keep the peace among those wishing to start a new war. Time will only tell if we can avoid war.
