OOC Information
It is thought that prior to World War III, they did not exist. They are tortured Humans that have undergone a great deal of exposure to the fallout from the Nuclear Holocaust that occurred throughout the world. This exposure along with the change in climate have caused the process of adaptation to speed of exponentially. These adaptations include growing scales, armor, increased muscle mass, stamina, some maybe able to absorb and project energy, have grown an extra arm, leg, etc.. but not all adaptations are a beneficial. Most of those in this group have grown up outside of the Dome and away from Humans. They have formed their own unique societies. This clash of culture along with the obvious physicaly differences have made 'normal' humans afraid of them. It is not helped much by a belief that has been growing steadily among the mutants that the humans destroyed the planet and that they have become the new inheritors of it. Some humans have even joined the Mutants, their reasons vary along with their willingness to join. It has been rumored that some Mutants keep humans as slaves or pets. Don't put too much faith in them as they are rumors after all, aren't they?

The dark dingy fall-out shelter is your home. You are stronger and tougher then your human counterparts but you don't think you could win a beauty contest.
Despite their lower base statistics, Mutants have a much larger pool of points to spend, having eighteen to distribute to their stats. Also, unlike Survivors and Citizens, Mutants have easy access to various powers that are a result of mutations caused by the radiation. Also, Mutants are highly resistant, if not immune, to the radiation.

IC History
Life for a mutant is usually nothing like a human life. As they escape the womb (still births are high for mutants), many are either accepted by their parents or tossed to the wilds. Don't think this too harsh, considering many mutants consider if their children survive the first days they consider it a blessing from earth. Mutant society is either solitary or 'tribal' in form, meaning that there is 'elders' and 'pack leaders' (depending). These elders teach the children of the tribe or group their history and their lessons. Parents also try and to impart their own knowledge, but.. the pack is where they learn their most important lessons. Mutants don't really learn skills, they hunt and they kill, and they occasionally will scavenge items that catch their eyes.
Their view of the past is simple… Humans destroyed the earth and the earth created them to rule it and to destroy the humans. Now, this isn't a wide spread belief, it's sort of like a religion more then a societial belief. A few mutants scatter to the Survivor communities, some even might bravely attempt to seek shelter at the Dome… though those that left there found that the humans there were not quite accepting to their kind. Many mutants have powers that seem to almost suggest a sort of 'supernatural' source for some of their abilities. Mutants depise technology, seeing it as human tinking with nature, they will use a gun or such, but they never learn to repair them nor learn to use them effectively.
The mutants in the area of New Phoenix have congregated around a base that provides protection for them and a leader that has a bold vision for their future. Most of the other groups have only heard rumors of this, but some of the survivors have indeed heard stories from those that joined them about this build-up. A few attacks on the Dome and New Florence and been an indication that this 'leader' of the mutants indeed wishes to cause trouble. (Most rumors revolve around the fact that terraforming operations at New Phoenix has reclaimed some of the desert and made it very much plains-like). Who knows what awaits these mutated humans, either they will indeed stamp out the last vestiges of humankind, join with them, or go their own way.
